For me it references the theme of "memory" in a couple of ways - firstly that the quote from the poem is talking about memory, and the past, and secondly because the poem itself is an important memory of Sinclair's; he quotes it more than once on the show, and leaves a copy for Sheridan when he takes over.

That capture by the Minbari at the Battle of the Line is clearly an extremely important incident for Sinclair, and the return of those lost memories is a crucial part of his arc, as well as (obviously) this episode. But also, it hangs over him; he is mistrusted by his superiors and people like the "Knights" because of what happened. That's really what I was thinking of here; the personal and professional consequences ten years down the line.
